/ε:/ - Open-mid, Front, Unrounded Monophthong (long) /ε:/ is found in words such as PAIR, CARE and BEAR. In modern GB English it has smoothed to a monophthong, but in older accents such as RP the diphthong/eǝ/ is pronounced. Some dictionaries and phonetics courses continue to use the diphthong transcription. American English and rhotic Englishes don't recognise the sound as a distinct phoneme as it will always be pronounced as /e/ followed by /r/given the spellings of all words contain the "r".
